“Savaşflasyon Riskine Karşı Üretim ve İhracatı Koruyun”
Avdagiç’ten Kritik Uyarı, Küresel ‘Warflation’ Ekonomiyi Tehdit Ediyor
İstanbul Ticaret Odası (İTO) Başkanı Şekib Avdagiç, Nisan 2026 Meclis Toplantısı’nda yaptığı değerlendirmede, dünya ekonomisinin yeni bir risk dalgasıyla karşı karşıya olduğunu açıkladı. “Warflation (savaş kaynaklı enflasyon)” olarak tanımlanan bu sürecin, arz yönlü ve kalıcı etkiler yaratabileceğine dikkat çekti.
Avdagiç, büyümenin hız kesebileceği bir ortamda fiyatların yükselmeye devam ettiğini belirterek, Türkiye’nin bu riskten korunması için “üretim, verimlilik ve ihracat” üçgeninin güçlendirilmesi gerektiğini vurguladı.
Türkiye İçin Fırsat, Avrupa’nın Yeni Üretim Üssü Olabilir
Avrupa’nın tedarik zincirlerini daha yakın ve güvenilir coğrafyalara kaydırma eğiliminin Türkiye için tarihi bir fırsat sunduğunu belirten Avdagiç, şu değerlendirmeyi yaptı:
Türkiye, güçlü sanayi altyapısı ve lojistik avantajıyla öne çıkıyor
Gümrük Birliği entegrasyonu stratejik konumu destekliyor
“Made in EU” sistemine dahil olma potansiyeli dikkat çekiyor
Bu gelişmelerin Türkiye’yi Avrupa için stratejik üretim ortağı haline getirebileceği ifade edildi.
Enerji, Üretim ve Reform: 3 Temel Yol Haritası
Avdagiç, Türkiye’nin kendi dinamikleriyle büyüyebileceğini belirterek üç kritik öneri sundu:
Enerji bağımsızlığı: Yenilenebilir ve nükleer yatırımlar artırılmalı
Katma değerli üretim: İhracatın niteliği yükseltilmeli
Yapısal reformlar: Enflasyonla mücadele arz yönlü politikalarla desteklenmeli
Kur–Enflasyon Makası Açılıyor: Rekabet Gücü Zayıflıyor
İTO Başkanı, kur ile enflasyon arasındaki dengenin bozulduğuna dikkat çekti:
2026 ilk çeyrekte enflasyon %10’a yaklaşırken kur artışı %3’te kaldı
Son iki yılda enflasyon ortalaması %70, kur artışı %42 oldu
Aradaki fark 28 puana ulaştı
Bu durumun ihracatçıların rekabet gücünü aşındırdığı belirtilirken, kurun daha “gerçekçi seviyede” seyretmesinin önemine vurgu yapıldı.
Dış Ticarette Alarm: İhracat Düştü, İthalat Arttı
Verilere göre 2026’nın ilk çeyreğinde: hracat %3,1 geriledi, İthalat %4,7 arttı Avdagiç, bu tablonun sürdürülebilir büyüme açısından risk oluşturduğunu belirtti.
Küresel Risk: Enerji ve Hammadde Kıtlığı Kapıda
Savaşların uzaması halinde küresel ölçekte ham petrol kıtlığı yaşanabileceğine dikkat çeken Avdagiç, bunun:
Tarım, Tekstil, Sağlık, Petrokimya gibi birçok sektörde arz daralmasına yol açabileceğini ifade etti. “Artık sorun sadece fiyat değil, fiziksel kıtlık riski” uyarısında bulundu.

Avdagiç, artan küresel belirsizlikler nedeniyle faiz indirimi beklentilerinin zayıfladığını belirterek, para politikasında sıkı duruşun bir süre daha devam edebileceğini söyledi. Bu yaklaşımın ekonomik istikrar açısından kritik olduğu vurgulandı.

İTO Meclis Başkanı Erhan Erken, dünyada hızlı ve çok katmanlı bir değişim yaşandığını belirtti. Özellikle Orta Doğu’daki gelişmelerin yeni bir küresel dengeyi tetiklediğini ifade etti. İran’ın direnci, Körfez ülkelerinin kırılganlığı Güvenlik algısındaki zayıflama bu dönüşümün temel unsurları olarak sıralandı.

İTO’nun Nisan 2026 Meclis Toplantısı, hem küresel ekonomik riskleri hem de Türkiye’nin önündeki stratejik fırsatları net biçimde ortaya koydu. “Savaşflasyon”, enerji arzı, kur-enflasyon dengesi ve yapay zeka dönüşümü, önümüzdeki dönemin ana başlıkları olarak öne çıktı.

"Protect Production and Exports Against the Risk of Warflation"
Critical Warning from Avdagiç: Global 'Warflation' Threatens the Economy
Şekib Avdagiç, President of the Istanbul Chamber of Commerce (ITO), stated in his assessment at the April 2026 Assembly Meeting that the global economy is facing a new wave of risks. He drew attention to the fact that this process, defined as "Warflation" (war-induced inflation), could have supply-side and lasting effects.
Avdagiç noted that prices continue to rise in an environment where growth could slow down, and emphasized that in order to protect Turkey from this risk, the triangle of "production, productivity, and exports" must be strengthened.
An Opportunity for Turkey: Could Become Europe's New Production Base
Avdagiç stated that Europe's tendency to shift its supply chains to closer and more reliable geographies presents a historic opportunity for Turkey, offering the following assessment:
Turkey stands out with its strong industrial infrastructure and logistical advantages.
Customs Union integration supports its strategic position.
The potential to be included in the "Made in EU" system is noteworthy.
It was stated that these developments could make Turkey a strategic production partner for Europe.
Energy, Production, and Reform: A 3-Point Roadmap
Avdagiç noted that Turkey can grow with its own dynamics and presented three critical recommendations:
Energy Independence: Renewable and nuclear investments should be increased
Value-Added Production: The quality of exports should be raised.
Structural Reforms: The fight against inflation should be supported by supply-side policies.
The Exchange Rate–Inflation Gap is Widening: Competitiveness is Weakening
The ITO President drew attention to the deteriorating balance between the exchange rate and inflation:
In the first quarter of 2026, while inflation approached 10%, the increase in the exchange rate remained at 3%.
Over the last two years, average inflation was 70%, while the exchange rate increase was 42%.
The difference between them reached 28 percentage points.
While it was stated that this situation erodes the competitiveness of exporters, the importance of the exchange rate moving at a "more realistic level" was emphasized.
Foreign Trade Alarm: Exports Fall, Imports Rise
According to data for the first quarter of 2026:
Exports decreased by 3.1%
Imports increased by 4.7%
Avdagiç stated that this picture poses a risk for sustainable growth.
Global Risk: Energy and Raw Material Shortage on the Horizon
Avdagiç warned that if wars prolong, a global crude oil shortage could occur, which could lead to supply contractions in many sectors such as:, Agriculture, Textiles, Healthcare, Petrochemicals He warned, "The problem is no longer just prices, but the risk of physical scarcity."
Central Bank Message: Tight Policy May Continue
Avdagiç stated that expectations for interest rate cuts are weakening due to increasing global uncertainties, and that the tight stance in monetary policy may continue for a while longer. It was emphasized that this approach is critical for economic stability.
The Era of Artificial Intelligence Begins at ITO
The ITO President announced that 2026 will be the year of digital transformation and artificial intelligence. Within this scope:
The 4th term of SoftITo is being launched.
A 320-hour training program is offered.
Applications continue until April 19, 2026.

In his speech, Erken also touched upon the War of Independence led by Mustafa Kemal Atatürk, celebrated April 23rd National Sovereignty and Children's Day, and drew attention to historical responsibility.
The ITO's April 2026 Assembly Meeting clearly revealed both global economic risks and the strategic opportunities ahead for Turkey. "Warflation," energy supply, the exchange rate-inflation balance, and artificial intelligence transformation stood out as the main topics for the coming period.
